The Carroll Community School District Board of Education is reviewing a long-range facility plan and wants feedback from parents, staff, and community members. Community input will help the Board refine project priorities and determine the best next steps for the district’s facilities.

01 — Why this plan is being considered

Proposed improvements will:

Expand educational opportunities

for students by improving and enlarging hands-on learning spaces for the trades, science, visual and performing arts, and broadcasting.

Modernize learning environments

so district facilities better support today’s curriculum and student needs.

Create grade-level centers

that better align buildings with students’ ages, programs, and support needs.

Make a long-range, financially efficient investment

by improving existing facilities, reducing duplication, and reducing operational costs by only operating three schools.

02 — Proposed Grade Configuration

The preferred option currently under discussion would:

Renovate Fairview Elementary to serve PreK through 2nd grade.

Renovate and improve the current high school to serve 7th through 12th grade.

Renovate the current middle school to serve 3rd through 6th grade.

Transition students from Adams Elementary into renovated school for their grade level.

03 — The Projects

Proposed projects include:

Fairview Elementary

  • Renovate school to serve students in PreK– 2nd grade.
  • Update classroom and support spaces like special education to best serve our early learners.
  • Replace outdated pods with new classrooms for Preschool and Kindergarten.
  • Add new bus drop-off lane to improve safety for all students, staff and families.

Current Middle School

  • Renovate school to serve students in 3rd – 6th grade.
  • Add a new playground designed to serve younger students.

Current High School

  • Renovate and improve the school to serve students in 7th – 12th grade.
  • Classroom addition to Carroll High School to serve 7th & 8th grade students.
  • Enhance educational opportunities with the addition of career and technical classroom space for the trades.
  • Renovate art, vocal music and band classrooms and add an auditorium for performing arts.
  • Renovate current science classrooms and increase hands on learning science lab space.
  • Improve parking and traffic flow to better serve more students and staff safely.
  • Add a new competition gym and supporting areas to serve both 7th & 8th grade students along with high school students.

04 — Adams Elementary

What this means for Adams Elementary

Adams Elementary will no longer be used to serve students.

Consolidating students into updated facilities can reduce duplication and help lower long-term operating pressures.

Students currently attending Adams would be served in renovated schools with new grade configurations that are better aligned to the district’s long-range plan.

The plan focuses district investment on schools that are fiscally responsible for the district to use long term and reduces operational costs by only operating three schools.

Is this final?

No.

Community feedback is the next critical step. The Board will use input from parents, staff, and residents to refine the project list and decide whether to move forward with a future ballot question.
