Carroll Community School District — Long Range Facility Plan

Carroll Community School District Announces Bond Issue!

On August 26th, the Carroll CSD Board of Education accepted a community petition to place a general obligation bond issue on the November 3, 2026 election ballot. The proposal reflects community feedback following a District-wide Long Range Planning process and focuses on priority facility needs.

01 — Why this plan is being considered

Proposed improvements will:

Expand educational opportunities

for students by improving and enlarging hands-on learning spaces for the trades, science, and visual art.

Modernize learning environments

so district facilities better support today’s curriculum and student needs.

Improve long-range financial efficiencies

by reducing duplication and operational costs by only operating three schools.

Retire Adams Elementary building

and transition students into renovated school for their grade level.

02 — Proposed Grade Configuration

The preferred option currently under discussion would:

Fairview Elementary would continue to serve PreK through 2nd grade.

Renovate and expand the current high school, including the addition of a 7th and 8th grade wing, to serve 7th through 12th grade.

Renovate the current middle school to serve 3rd through 6th grade.

Retire Adams Elementary building and transition students into renovated school for their grade level.

03 — The Projects

Proposed projects include:

To accomplish the goal of increasing educational opportunities for students & retiring Adams the following projects need to happen.

Retire Adams Elementary

  • Current students will be served in a newly renovated school.
  • Reduces duplication & helps lower long term operating costs.​
  • The future of the Adams Elementary building will be determined at a later date.
  • No longer used to serve students due to excessive cost to update.

Carroll Middle School

  • Renovate school to serve students in 3rd – 6th grade.
  • Modernize current learning environment.
  • Update current classrooms for age appropriate learning.
  • Add a new playground designed to serve younger students.

Carroll High School

  • Academic addition of 7th & 8th grade wing.
  • Expand educational opportunities for 7th – 12th grades with the addition of career and technical classroom space for the trades.
  • Renovate art classrooms.
  • Renovate current science classrooms and increase hands on learning science lab space.
  • Expand the commons area.
  • Upgrade Gym and activity facility.
  • Improve parking and traffic flow to better serve more students and staff safely.
